The 2026-2027 Community Action Plan (CAP) serves as a two-year roadmap for how the Community Action Partnership of Solano, Joint Powers Authority (CAP Solano JPA) plans to deliver services, supported by the Community Services Block Grant (CSBG).

The CAP identifies and assesses needs and resources related to income and housing insecurity in the community and establishes a detailed plan, goals, and priorities for delivering those services to individuals and families most affected.
